As the frontier of cultural diversity and the safeguard of national security, the social governance in ethnic minority areas of the border regions needs to address multiple challenges such as vulnerability, cultural complexity, and cross-border sensitivity. This research is based on the perspective of the social work discipline, focusing on two core mechanisms of “cultural adaptation” and “structural empowerment”. Through multi-case comparison and participatory observation, it deconstructs the practical logic of social work in ethnic minority areas of the border regions. The research findings are as follows: Cultural adaptation establishes professional legitimacy by decoding ethnic language symbols and reconstructing the cultural meaning network. Structural empowerment realizes institutional reconstruction through policy advocacy and the cultivation of community self-organizations. The two form a dynamic coupling in practices such as the “Protecting Sacred Forests” action in Cangyuan, Yunnan, constructing a positive cycle of “enhanced cultural identity ― increased development impetus ― strengthened cultural protection”. In response to development dilemmas such as a shortage of professional talents and a fragile service system, this research proposes localized paths such as the “symbiotic social work model” and the “cultural-responsive technical toolkit”, emphasizing that professional practice needs to balance cultural sensitivity and structural change, and transform cultural adjustment into development momentum. The research provides theoretical support and a practical template for the modernization of border governance, highlighting the professional value of social work in forging a strong sense of community for the Chinese nation.
영문 초록
边疆民族地区作为文化多样性前沿与国家安全屏障,其社会治理需应对脆弱性、文化复杂性及跨境敏感性等多重挑战。本研究立足社会工作学科视角,聚焦“文化适应”与“结构赋能”两大核心机制,通过多案例比较与参与式观察,解构边疆民族社会工作的实践逻辑。研究发现:文化适应通过解码民族语言符号、重构文化意义网络建立专业合法性,结构赋能则借助政策倡导与社区自组织培育实现制度重构,二者在云南沧源“守护森林”行动等实践中形成动态耦合,构建“文化认同增强—发展动力提升—文化保护加强”的正向循环。针对专业人才短缺、服务体系脆弱等发展困境,提出“共生型社会工作模式”“文化响应性技术工具包”等本土化路径,强调专业实践需平衡文化敏感性与结构变革,将文化调适转化为发展动能。研究为边疆治理现代化提供了理论支撑与实践模板,凸显社会工作在铸牢中华民族共同体意识中的专业价值。
