국문 초록

With the rapid development of information technology and internet technology, the digital era based on big data, cloud computing, and artificial intelligence has arrived. Digital governance has become a major hotspot in today’s society. On one hand, digitization is changing our work, study, and life; on the other hand, digitization is also changing the relationships between the government and society, as well as between the market, and the forms and logic of government governance. Reducing the burden at the grassroots level is an important measure to promote grassroots governance and the modernization of governance capabilities. How to reduce the burden at the grassroots level and enhance the operational efficiency of the government has become a topic of great concern for the entire society. In recent years, the Central Committee of the Communist Party of China has attached great importance to the issue of reducing the burden at the grassroots level and has introduced a series of policies and measures, aiming to free grassroots officials from the constraints of formalism and bureaucracy, so that they can have more time and energy to devote to practical work and serving the people. Utilizing digital technology to empower grassroots governance and reduce the burden at the grassroots level, as well as enhancing the government’s service capabilities at the grassroots level.

영문 초록

随着信息技术与互联网技术的快速发展，以大数据、云计算、人工智能为基础的数字化时代已来临，数字治理成为当今社会的一大热点。一方面，数字化改变着我们的工作、学习和生活；另一方面，数字化也改变着政府与社会、市场之间的关系，改变着政府治理的形式与逻辑。基层减负是推进基层治理体系和治理能力现代化的重要举措，如何减轻基层负担，提升政府运行效能，成为全社会密切关注的话题。近年来，党中央高度重视基层减负问题，出台了一系列政策措施，旨在将基层干部从形式主义和官僚主义的束缚中解脱出来，让他们有更多时间和精力投入到实际工作和服务群众中去。利用数字技术赋能基层治理，减轻基层负担，增强基层政务服务能力。
