국문 초록
With the continuous acceleration of urbanization in China, people’s yearning for a better life has become stronger. The aging infrastructure and dirty, messy and poor environment in old urban areas have seriously lowered people’s expectations and affected the improvement of the overall image of the city. As a major people-oriented project, the renovation of old urban areas not only improves the happiness index of residents but also plays an important role in promoting urban renewal and high-quality economic development. In recent years, the state has continuously issued relevant policy documents on the renovation of old urban areas, increased investment in renovation funds, and encouraged multiple entities to participate in the renovation of old urban areas, pooling wisdom and efforts. Taking the micro-renovation of old urban areas in Kunming as an example, this paper explores the problems existing in the collaborative governance of the renovation of old urban areas in Kunming, such as conflicts of interest among governance entities, poor communication among multiple entities, insufficient participation of enterprise entities, and ineffective long-term management. The paper aims to optimize the path through improving the multi-entity interest expression mechanism, smoothing the communication channels among multiple entities, increasing policy support for enterprises, and constructing a “red property” service model.
영문 초록
随着我国城市化进程的不断加快,人们对于美好生活的向往更加强烈,城市老旧小区的基础设施老化、环境脏乱差现象严重降低了人们的新期待,影响了城市整体形象的提升,老旧小区改造作为一项重大的惠民工程,不仅提高了居民的幸福生活指数,而且在推动城市更新、促进经济高质量发展等方面发挥着重要作用。近年来,国家不断出台老旧小区改造的相关政策文件,加大改造资金的投入力度,鼓励多元主体参与到老旧小区改造中来,群策群力。本文以昆明市老旧小区微改造为例,探究出昆明市老旧小区改造协同治理存在治理主体间利益冲突、多元主体沟通不畅、企业主体参与不足以及长效管理不力的问题,以期通过健全多主体利益表达机制、畅通多元主体沟通渠道、加大惠企政策支持、构建“红色物业”服务模式来进行路径优化。
