공공언어 작성자를 위한 효과적인 공공언어 교육 방안 - 창원특례시 공무원 공공언어 교육 사례를 중심으로

국문 초록

본 연구에서는 공공언어 소통 문제 해결을 위해 공공언어 작성자를 위한 효과적인 교육 방안을 모색하였다. 이를 위해 교육 전 설문조사로 창원특례시 공무원들의 공공언어 인식 실태를 파악하고, 국민들의 인식 조사 결과와 비교 분석하였다. 그 결과, 창원특례시 공무원은 정확성, 국민은 소통성 개선을 우선시하여 공공언어 생산자와 수용자 사이에 인식 차이가 있음을 확인하였다. 이에 본 연구는 교육 단계를 ‘실태 분석-인식 조사-사례 중심 교육’의 3단계로 설정하고, ‘균형 잡힌 소통성 중심 교육 및 사례 중심 교육’을 목표로 실제 교육에 적용하였다. 교육 효과를 검증하기 위해 교육 후 설문조사를 시행하였다. 그 결과, 교육 전 정확성 부분을 중요하게 인식하던 공무원들은 교육 후 평소 간과하던 소통성에 주의를 기울여야 한다고 인식하는 유의미한 변화를 보였다. 또, 창원특례시 보도자료를 활용한 사례 중심 교육이 실질적인 교육 효과가 있음도 확인하였다. 이는 본 연구에서 제안하는 교육 방안이 공공언어 작성자의 인식을 변화시키고, 생산자와 수용자 간의 간극을 좁히는 데 효과적임을 시사한다. 본 연구는 공공언어 소통 문제를 해결하는 데 도움이 되는 사례 중심 교육 방안을 제안하였다는 점에서 의의를 가지며, 향후 다양한 행정기관 공무원을 대상으로 연구를 확대할 필요가 있다.

영문 초록

In this study, an effective teaching method for public language authors was sought to solve the problem of public language communication. To this end, through a pre-education survey, the public language perception of public officials in Changwon was identified, and the results of the public awareness survey were compared and analyzed. As a result, it was confirmed that there is a difference in perception between public language authors and audiences by prioritizing improvement of accuracy for public officials in Changwon Special City and communication for the people. Therefore, this study established the three-stage teaching of 'actual situation analysis-recognition survey-case-centered teaching' and applied it to actual education with the aim of 'balanced communication-centered teaching and case-centered teaching'. A survey was conducted after education to verify the educational effect. As a result, public officials who recognized the part of accuracy before education showed a significant change in recognition that they should pay attention to communication, which was usually overlooked after education. In addition, it was confirmed that case-centered teaching using the press release of Changwon Special City has a practical educational effect. This suggests that the teaching method proposed in this study is effective in changing the perception of public language authors and narrowing the gap between authors and audiences. This study is significant in that it proposes a case-centered teaching method to help solve the problem of public language communication, and it is necessary to expand research to various administrative officials in the future.
