국문 초록

이 논문에서는 한국 사회 진보적 장애운동의 현장에서 장애인 당사자주의가 가장 중요한 개념으로 상정되는 가운데, 장애인 탈시설 운동의 영역에서 활약해온 비장애여성 활동가들의 경험을 페미니즘적 시각으로 분석하고자 했다. 9인의 비장애여성 활동가를 대상으로 심층면담을 진행함으로써 당사자성이 가장 중요한 개념으로 상상되는 진보적 장애운동의 역사에서, 실제로 그 운동이 실천되기 위해 들어가는 시간, 자원, 노동을 당사자가 아니라고 간주되는 존재들이 투신해온 경험과 역사를 페미니즘적 관점에서 재해석하는 시도가 이루어졌다. 심층면담에서는 각 인터뷰 참여자들의 장애운동 경험과 더불어 탈시설이라는 의제를 통해 비장애여성이 장애운동의 주체가 되었던 과정, 비장애여성 활동가들이 경험했던 장애운동 내 젠더동학, 그리고 장애인 탈시설 운동을 통한 페미니즘적 실천을 중심으로 분석이 이루어졌다. 이를 통해 이 연구에서는 기계적인 당사자주의를 넘어선 정체성 운동의 실현 가능성을 제시하며, 또한 장애운동과 페미니즘 실천 운동 간의 다리놓기를 시도하였다. 이로써 장애인 탈시설 운동의 의미를 ‘장애’라는 이슈에 가두지 않고 페미니즘적 해석으로 확장함으로써 운동이 나아가야 할 방향과 가치를 제시하고자 한다.

영문 초록

This paper was written to analyze the experiences of non-disabled female activists who have been active in the field of disability de-institutionalization movement from a feminist perspective, while disability partyism is assumed to be the most important concept in the field of the progressive disability movement in Korean society. Through the depth-interviews with nine non-disabled female activists, attempts were made to reinterpret the experience and history of the time, resources, and labor that actually takes the movement to be practiced from a feminist perspective. The analysis was conducted on the progress of non-disabled female activists becoming the main body of the disability movement through the de-institutionalization agenda, gender dynamics in the disability movement experienced by non-disabled female activists, feminists practice through the de-institutionalization movement. Through this, this study presents the feasibility of an identity movement beyond mechanical partyism, and also attempted to establish a bridge between the disability movement and the feminist movement. In this way, this paper intends to present the direction and the value of the movement by expending the meaning of the disability movement to a feminist interpretation without locking it in the issue of ‘disability’.
