국문 초록

본 연구는 2007년부터 2023년까지 산림청 예산의 변동성을 Wildavsky의 점 증주의 예산이론과 Baumgartner & Jones의 단절균형 예산이론을 적용하여 분석하였다. 분석 결과, 산림청 예산은 대부분 점증적인 변동성을 유지하며 안 정적 운영을 보였으나, 2009년과 2015년 등의 특정 연도에는 외부 환경 변화 나 정책적 필요에 따라 단절적인 변동이 발생하였다. 총지출액은 꾸준히 증가 하였으나, 이월액과 불용액은 특정 연도에 급격히 증가하거나 감소하며 예산 집행의 개선 필요성을 시사하였다. 그리고 일반회계와 특별회계의 변동성 분 석에서는 정책 우선순위 전환 및 외부 요인의 영향을 받은 단절적 변동이 제 한적으로 관찰되었다. 본 연구는 세출결산 분석과 예산의 변동성 분석을 통해 산림청 예산 운영의 효율성을 제고하고, 산림정책의 효과적 실행을 지원하기 위한 재정관리 방안을 제시한 의의가 있다.

영문 초록

This study analyzes the budget volatility of the Korea Forest Service from 2007 to 2023 by applying Wildavsky's theory of incremental budgeting and Baumgartner & Jones's punctuated equilibrium theory. The results indicate that, overall, the Korea Forest Service's budget has maintained incremental volatility and stable operations. However, punctuated changes were observed in specific years such as 2009 and 2015 due to external environmental shifts or policy needs. While total expenditures steadily increased, carried-over and unused funds showed significant fluctuations in certain years, suggesting the need for improvements in budget execution. Furthermore, the analysis of volatility in both general and special accounts revealed limited occurrences of punctuated changes associated with shifts in policy priorities and external factors. This study contributes to enhancing the efficiency of budget operations and proposes financial management strategies to support the effective implementation of forest policies through expenditure settlement analysis and budget volatility assessment.
