한국의 소외계층 영재교육 정책과 현황

국문 초록

본 연구는 소외계층 영재교육 지원정책 제고를 목적으로 지난 20년간 국가의 영재교육 중장기 계획, 영재교육종합데이터베이스(GED)의 소외계층 영재학생 추이, 소외계층 영재를 위한 국가 영재교육연구원 운영 프로그램을 분석하였다. 국가의 영재교육 중장기 계획분석에서 제2차, 3차 영재교육종합계획은 사교육의 영향을 최소화하고 소외계층 영재의 선발 확대를 위한 교사관찰추천제 도입과 도구개발을 계획하였으며, 제4차, 제5차 영재교육종합계획과 제4차 과학영재발굴·육성종합계획에서는 선교육·후선발, 인지프로그램과 함께 사회·정서 프로그램, 사이버·캠프·멘토링 등 다양한 유형으로 소외계층 영재 맞춤형 교육프로그램을 제안하였다. 영재교육대상자를 학교 밖 학생을 포함함으로 학생의 사회·경제적, 문화적, 지리적 환경의 구별 없이 영재교육의 접근성 확대를 제안하였다. 소외계층 학생의 비율은 전체 영재교육대상자 중 2012년 3.83%에서 2024년 7.53%로 증가하였다. 사회배려대상자 우선선발 의무 비율을 높게 선정한 영재교육원이 영재학급, 영재학교보다 소외계층 영재학생 선발비율이 높았다. 소외계층 영재의 선발전형 요인으로 2022년까지는 경제적 요인, 지리적 요인이 가장 높았지만, 2023년부터는 가정환경적 요인에 의한 선발이 가장 높았다. 소외계층 영재의 지속적 영재교육 참여와 중도탈락 방지를 위해 학습, 진로, 상담 등의 맞춤형 프로그램, 일반 영재프로그램 참여시 브릿지 프로그램, 돌봄 센터와 연계된 조기 중재, 소외계층 영재의 선발, 교육, 진로의 데이터베이스체계 구축 방안이 제안되었다.

영문 초록

This study analyzes national plans for gifted education and gifted programs targeting disadvantaged gifted students offered by national institutes. It examines data spanning twenty years from the GED(Gifted Education Database), including trends in the number of disadvantaged gifted students. Two national plans introduced criteria for selecting disadvantaged gifted students based on parents’ social and economic status, family circumstances, rural location, physical disabilities, teacher observations and recommendations, education first and selection later models, and bridge programs. The proportion of disadvantaged gifted students increased from 3.83% in 2012 to 7.70% in 2024. Gifted education centers demonstrated higher selection rates for disadvantaged gifted students because of their policy of prioritizing the selection of disadvantaged gifted students. Until 2022, economic and geographic factors had been the most influential in selecting the disadvantaged gifted students, but recently care arrangements such as single parenting, kinship care, and foster care have emerged as the most significant factors. Programs for disadvantaged gifted students have expanded to include social and emotional supports through mentoring, online classes, and camps. Incorporating relevant policies for disadvantaged gifted students into the national plans and ensuring consistent implementation are essential. For preventing program dropouts and supporting early intervention, a database system to analyze information on disadvantaged gifted students and integrating gifted programs with after-school childcare services.
