과학영재 특례자 제도 실행의 장애 요인과 정책 개선 방향: 시도교육청 장학사 관점을 중심으로

국문 초록

본 연구는 고도영재에 대한 맞춤형 지원을 목적으로 「영재교육진흥법」 제16조에 근거하여 도입된 ‘과학영재 특례자 제도’가 현장에서 작동하지 못하고 있는 원인을 분석하고 실행 가능성을 제고하기 위한 정책 개선 방향을 탐색하고자 하였다. 이를 위해 전국 17개 시·도교육청 중 11개 교육청 소속 장학사를 대상으로 정량적 인식 조사(리커트 척도)와 정성적 개방형 응답을 병행한 탐색적 설계를 적용하였다. 분석 결과, 특례자 제도는 제도적 외형은 존재하나, 법령의 모호성, 판별 기준의 부재, 행정절차의 복잡성, 지원 조직과 자원의 미비, 낮은 수요자 접근성 등 복합적 요인에 의해 사실상 실행되지 않고 있는 것으로 나타났다. 특히 장학사들은 특례자 제도를 실행 가능한 정책옵션으로 인식하지 않고 있었으며 이는 정책집행이론 관점에서 볼 때 구조적 집행 실패 조건이 중첩된 상태임을 시사한다. 본 연구는 고도영재에 대한 개념 정립과 특례자 제도의 정책설계 조건을 실행 주체의 인식을 통해 도출함으로써 제도의 실효성 확보를 위한 구조-행위 통합형 정책 분석을 시도하였다는 점에서 의의를 지닌다. 다만 연구 참여자가 장학사 집단에 한정되어 있다는 점, 심층 질적 탐색의 확장이 부족하다는 점은 한계로 남는다. 향후 연구에서는 수혜자 및 학부모 집단의 경험, 다양한 제도 참여 주체 간 관점 차이, 실제 판별 및 배치 사례에 대한 심층 분석이 필요하며 이를 통해 특례자 제도의 실행력과 정당성을 동시에 확보할 수 있는 정책 기반을 구축할 수 있을 것이다.

영문 초록

This study investigates the implementation failure and policy improvement directions of the Special Admission System for Highly Gifted Students, as defined in Article 16 of the Gifted Education Promotion Act in South Korea. Despite its legal foundation, the system has rarely been applied in practice. To explore the institutional and administrative barriers, a mixed exploratory design was employed, incorporating both quantitative (Likert-scale) and qualitative (open-ended) responses from 11 educational supervisors at 17 metropolitan and provincial offices of education. The findings indicate that the system remains largely symbolic and non-functional due to ambiguous legal definitions, absence of diagnostic criteria, overly complex administrative procedures, insufficient supporting organizations, and low public accessibility. Educational supervisors did not perceive the system as a viable or actionable policy option, and structural shortcomings at multiple levels appeared to hinder implementation across the board. This study contributes by conceptualizing the highly-gifted population and identifying institutional prerequisites for effective policy redesign, based on the perspectives of frontline implementers. Although limited to a single stakeholder group (educational supervisors), the study offers a comprehensive analysis of the system’s design-execution gap and highlights the urgent need for structural and procedural reforms. Future research should incorporate diverse stakeholder perspectives, including students, parents, and teachers, and conduct in-depth case analyses of selection and placement processes to enhance the institutional legitimacy and practical efficacy of the system.
