청년층 재고용에 공공고용서비스 정책이 미치는 영향

국문 초록

이 연구는 한국고용정보원의 연구용 고용노동행정DB를 활용하여 29세 이하 고용보험피보험자격 상실자의 재고용에 공공고용서비스정책이 미치는 영향을 실증분석하였다. 분석 결과 29세 이하 고용보험 피보험 자격 상실자의 재고용에 고용서비스 정책은 청년 일자리 상실자의 재취업 가능성을 유의미하게 높이는 방향으로 작용하고 있었다. 특히 직업훈련, 국민취업지원제도 혹은 취업성공패키지 참여자의 경우 재고용 가능성이 매우 높아짐을 확인하였다. 다만, 취업알선서비스는 부정적인 영향을 미치는 것으로 나타났다. 이는 취업알선서비스가 청년층에 상당히 비효율적으로 제공되고 있다는 것을 드러내어 청년층 취업지원서비스의 콘텐츠 변화가 필요함을 시사한다.

영문 초록

This study was conducted to evaluate the role of public employment services policies on reemployment of young adults aged 29 and under, focusing on services such as job placement, training, and employment success packages etc. The data were analyzed using the DW Employment and Labor Administration DB of the Korea Employment Information Service to extract young adults aged 29 and under. The comparison group for the performance was a propensity score matching method to construct a group of young people who did not participate in the employment service policy, similar to those who participated in the employment service policy, and analyzed re-employment performance by participation in the employment service. The results showed that the employment service policy significantly increased the likelihood of reemploymernt of young people who lost their jobs by helping them move from unemployment to employment. In particular, the likelihood of reemployment is significantly higher for participants in vocational training, employment success packages. However, among the employment services, the employment support service had a negative effect on the labor mobility of young adults. This suggests that employment support services are provided inefficiently to young adults and that changes in the content of employment support services for young adults are needed.
