국문 초록

In the process of agricultural and rural modernization, enhancing farmers’ risk resilience has become a critical topic in farmers’ ideological and political education and a vital safeguard for mitigating complex risks in the “three rural issues” (agriculture, rural areas, and farmers). Cultivating farmers’ scientific risk perception and strengthening their risk governance capabilities are intrinsic requirements for achieving agricultural and rural modernization. This endeavor holds profound value for consolidating the foundation of a strong agricultural nation, promoting comprehensive rural revitalization, and realizing shared urban-rural prosperity. To this end, practical approaches should be adopted, including activating the development potential of smallholder farmers through targeted policies, fostering rational risk awareness among farmers through ideological guidance, constructing an ecological risk prevention network with systematic measures, and reinforcing rural healthcare and pension systems through resource optimization. These multi-dimensional efforts to enhance farmers’ risk resilience will inject sustained momentum into agricultural and rural modernization.

영문 초록

在农业农村现代化进程中，提升农民风险韧性是农民思想政治教育的重要命题，更是抵御“三农”领域复杂风险的重要保障。培育农民科学风险观、增强其风险治理能力，是实现农业农村现代化的题中之义，对构筑农业强国根基、驱动乡村全面振兴、实现城乡共同富裕具有深远价值意蕴。为此，需立足实践，以精准政策激活小农户发展潜力，以思想引导培育农民理性风险认知，以系统举措构建生态风险防控网络，以资源优化夯实乡村医疗养老保障，多维度提升农民风险韧性，为农业农村现代化注入持久动能。
