국문 초록

The Rural Revitalization Strategy, as the overarching approach to “agriculture, rural areas, and farmers” work in the new era, is the inevitable path to achieving high-quality development in agriculture and rural areas. It also serves as a strategic pivot for promoting agricultural modernization and enhancing the country’s core competitiveness in agriculture. As the main implementers of policies at the grassroots level, rural cadres’political literacy, professional capabilities, and governance effectiveness will directly impact the actual implementation outcomes of the Rural Revitalization Strategy. The deepening advancement of this strategy imposes higher-level and multi-dimensional demands on grassroots cadres. In this context, systematically studying the current status and challenges of rural cadre team building, and exploring optimization paths, is of significant practical importance for forging a new era backbone team for rural revitalization that combines political leadership, professional competence, and cohesive conduct.

영문 초록

乡村振兴战略作为新时代“三农”工作的总抓手，是实现农业农村高质量发展的必由之路，更是推动农业现代化转型、提升国家农业核心竞争力的战略支点。农村基层干部作为政策落地“最后一公里”的执行主体，其政治素养、专业能力与治理效能直接影响乡村振兴战略的实际实施成效。乡村振兴战略的深入推进对基层干部提出了更高层次、更多维度的要求。在此背景下，系统研究农村基层干部队伍建设现状及难题，探索优化路径，对于打造一支兼具政治引领力、专业胜任力和作风凝聚力的新时代乡村振兴骨干队伍具有重要的现实意义。
