Achieving equitable and integrated development of compulsory education across urban and rural areas represents a crucial objective in building China’s education system into a modern, high-quality institution. The education sector is currently undergoing a profound digital transformation, where rapid advancements in information technology are fundamentally reshaping pedagogical approaches and resource allocation mechanisms. However, the convergence of geographic isolation, limited fiscal resources, and acute faculty deficits has significantly intensified the digital disparity affecting ideological and political education in China’s frontier minority regions, creating formidable barriers to achieving educational parity. The essay provides a comprehensive analysis of ideological and political education in border ethnic regions, identifying three distinct dimensions of the digital divide: access gaps, usage gaps, and outcome gaps. The essay further examines how these gaps undermine educational equity. To address these challenges, a three-pronged strategy is proposed: (1) enhancing infrastructure to eliminate access barriers, (2) innovating pedagogies to optimize technology utilization, and (3) cultivating digital literacy to bridge competency gaps. The essay highlights the synergistic potential of digital empowerment through multi-stakeholder collaboration in promoting equitable ideological and political education. By elucidating the digital divide’s implications for educational equity in border ethnic regions, this research contributes actionable policy solutions. The findings demonstrate that bridging the digital divide simultaneously enhances regional education quality and advances societal equity. These insights hold particular relevance for China’s education modernization agenda and its pursuit of global educational competitiveness.
영문 초록
推动城乡义务教育一体化均衡发展,让人民享有更好更公平的教育是推进教育强国的重要任务之一。教育发展正面临着深度数字转型期,信息技术的迅猛发展正在重塑教学模式与资源分配逻辑。受限于交通闭塞、资金短缺与师资匮乏等现实制约,中国边疆民族地区学校思想政治教育面临的数字鸿沟问题尤为突出。如何实现边疆民族地区思想政治教育公平化发展成为了亟待解决的教育问题之一。本文通过对边疆民族地区思想政治教育现状的深入分析,揭示了数字鸿沟在接入、使用和结果三个层面的具体表现,指出其对教育公平的负面影响。在此基础上,研究提出了以基础设施升级弥合接入鸿沟、创新教育内容弥合使用鸿沟、培育数字素养弥合能力鸿沟的策略,强调通过数字赋能与多元协同,推动思想政治教育公平化的实现。本研究聚焦于数字鸿沟对边疆民族地区思想政治教育公平化的深远影响,探讨弥合数字鸿沟的路径与策略。本论文认为,弥合数字鸿沟不仅是提升边疆民族地区教育质量的关键,也是促进社会公平与和谐的重要举措,对推动教育强国建设和实现教育现代化具有重要的现实意义。
