안전정책 형성의 다중적 흐름 - 초점사건, 정부조직개편과 정치변동

국문 초록

본 연구는 2010년부터 2018년까지 국민 안전 관련 정책에 관한 정부 보도자료의 양적 변화를 분석하여 안전 정책의 변화 추이가 갖는 이론적, 실증적 함의를 도출하고자 하였다. 이를 위해 킹던의 다중흐름모형이 제시하는 정책 과정의 세 흐름(정책문제흐름, 정책대안흐름, 정치흐름)을 초점사건, 정부조직개편, 그리고 정치변동의 측면에서 살펴보았다. 분석 결과, 관련 정책을 다루는 정부 보도자료의 양이 증가하고 보다 더 다양한 부처에서 해당 사안을 다루는 양상을 발견할 수 있었다. 또한 이러한 변화는 정권변동과 같은 정치적 요인과 높은 상관성을 보임으로써 한국의 안전정책 형성 과정에서 정치흐름이 다른 두 흐름과 정책 변화를 매개하여 유의미한 영향력을 발휘한다는 것을 짐작케 했다. 이와 관련, 분석의 시간적 범위를 확장하여 양적 변화 및 질적 변화를 다각도로 분석하는 후속 연구를 통해 이러한 탐색적 연구 결과를 실증적으로 확인할 필요가 있을 것이다.

영문 초록

In this study, we explore quantitative changes in the safety policy of the Korean government from 2010 to 2018 using descriptive statistics and suggest theoretical and empirical implications of the results. We primarily draw on John W. Kingdon’s Multiple Streams Framework, which suggests three streams in the policy process (i.e., problem streams, policy streams, and politics streams), and present a research model in which focusing events, administrative reorganization and political change have a relation with policy changes. From the results, we argue that public safety has become an important part of Korean government policies, considering the increase in the number of government press releases and the number of ministries publishing them. Our findings imply that the recent changes in safety policy may be associated with political factors including government changes, rather than focusing events and/or administrative reorganization. We conjecture that politics streams exert a significant influence on the making of safety policy by mediating the other two streams and policy changes. We suggest that the findings should be empirically corroborated by follow-up studies expanding the temporal scope of analysis and analyzing qualitative changes in addition to quantitative changes in safety policy.
