국문 초록

경찰공무원의 채용제도는 크게 공개경쟁채용제도와 경력경쟁 채용제도로 구분할 수 있다. 공개경쟁채용제도는 채용과정에서 객관성과 공정성을 확보하기 위해 획일적이고 경직화된 제도를 운영하고 있다. 경력경쟁채용제도는 복잡한 치안수요와 다양한 치안서비스를 제공할 수 있는 여러 전문 인력을 적시에 충원하는 방안으로 적절하게 활용되고 있는데, 이는 경찰의 업무가 세분화 되고 고도의 전문적인 기술을 요구하는 오늘의 상황을 반영하고 있다. 하지만 현행 경찰행정 경력경쟁채용제도는 다음과 같은 문제점을 제기 되고 있다. 첫째, 첫째, 제도운영의 실효성이 미흡 둘째, 비전문적인 교육과정이 운영 셋째, 경력경쟁채용시험 과목의 비합리성 넷째, 채용규모가 불합리적이다. 따라서 이 연구에서는 이와 같은 문제점을 개선하고자 첫째, 제도운영의 실효성을 확보 방안 둘째, 표준화된 교육과정을 개발 셋째, 경찰행정 경력경쟁채용시험 과목의 합리성을 확보 넷째, 경찰행정 경력경쟁체용시험 채용규모의 적정성을 확보를 제시하였다.

영문 초록

The recruitment system of police officers can be classified into open competition recruitment system and career competition recruitment system. Among them, the open competitive employment system operates a uniform and rigid system in order to secure objectivity and fairness in the recruitment process. The career competition recruitment system is has been appropriately utilized as a means of timely recruitment of various professional workers who can provide complicated security demands and various security services, it is reflected the situation that tasks of the police are divided and highly specialized technology is required. However, the current police recruitment system has raised the following problems. First, the effectiveness of the system operation is insufficient. Second, non-professional curriculum is operated. Third, there is irrationality of career competition examination. Fourth, employment size is unreasonable. In order to solve these problems, the study aims to secure the effectiveness of system operation. Second, to develop standardized curriculum. Third, to secure the rationality of police administration career competition test subjects. Fourth, And to ensure the appropriateness of the system operation.
