해양경비안전본부 경찰공무원의 역할관련 요인이 조직유효성에 미치는 영향 - 조직시민행동의 조절효과를 중심으로

국문 초록

2014년 4월 16일 우리가 생각조차 할 수 없었던 ‘세월호 침몰 사고’가 발생하였으며, 정부는 2014년 5월 19일에 세월호 침몰사고의 구조에 대한 실패의 책임을 물어 해양경찰청을 해체한다고 발표하였다. 이후「정부조직법」이 개정(2014년 11월 19일)됨에 따라 해양경찰청이국민안전처 소속의 ‘해양경비안전본부’로 조직개편 되었다. 이에 따라 해양경찰청의 소관사무들 중에서 수사 및 정보에 관한 사무를 경찰청에 이관하면서 해양에 대한 범죄를 담당하는 정부기관도 해양경비안전본부와 경찰청으로 이원화 되었다. 하지만 해양경찰청 조직의 역할, 정체성, 성격 및 특성 등의 혼란에 대하여 충분히 고려하였는지에 대해서는 보다 신중한 논의가 선행되었어야 했다는 아쉬움이 있다. 따라서 이 연구는 현행 법·제도 하에서 명확성이 결여되어 있는 국민안전처 소속의 경찰공무원 신분으로서 해양경찰권을 행사함에 있어 그들이 가질 수 있는 역할 정체성, 역할 모호성, 역할 갈등이 조직유효성에 어떠한 영향을 미치는지를 알아보고, 조직시민행동의 조절효과를 살펴보았다. 이 연구의 결과를 살펴보면, 첫째, 역할정체성은 정적으로, 역할모호성과 역할갈등은 부적으로 직무만족에 영향을 미치는 것으로 나타났다. 둘째, 역할정체성은 정적으로, 역할모호성과 역할갈등은 부적으로 조직몰입에 영향을 미치는 것으로 나타났다. 셋째, 역할정체성은 부적으로, 역할모호성과 역할갈등은 정적으로 업무스트레스에 영향을 주는 것으로 나타났다.마지막으로, 역할관련요인과 조직유효성의 사이의 영향관계에서 조직시민행동은 역할갈등과 직무만족 요인에서 조절효과가 있는 것으로 나타났다.

영문 초록

‘Sewol ferry’ Capsized on the 16th of April 2014. Accordingly, on May 19, 2014, the government announced its dissolution of the organization's maritime police headquarters to account for the failure of the accident. The Maritime Police Agency was reorganized as the headquarters korea coast guard under ministry of public safety and security. Thus, the study recognized the identity of the role of identity, uncertainty, and conflict as an identity that lacks legitimacy, and the organizational effectiveness of the organization has examined the effectiveness of organizational behavior. The following results showed the following results. : First, the role of character identity has a positive effect in task-satisfaction. On the other hand, the role ambiguity and role conflict has a negative effect in it. Second, in organizational congestion, the role of character identity affects a positive view. However, the role ambiguity and role conflict affects a negative view. Third, the role of character identity appears a positive effect in job-stress. but the role ambiguity and role conflict has a negative effect in it. character identity appears to affect job-stress. Finally, the effect between role related factors and organizational effectiveness has shown that organizational citizenship behavior regulates effect in conflict and task satisfaction factors.
