필리핀 거주 한국인들의 인구사회학적 특성 및 범죄피해 두려움에 관한 연구

국문 초록

본 연구는 필리핀 지역에서의 한국인 범죄피해 실태 및 범죄피해 두려움 관련 요인을 밝히는데 목적이 있다. 최근 필리핀에서 한국인을 대상으로 한 총기살해 및 납치 등의 흉악사건이 계속발생하고 있는 상황인바, 범죄피해 실태 및 범죄피해 두려움 요인을 실증적으로 분석해 실효성있는 대책을 제시할 필요성이 크다고 하겠다. 특히, 본 연구에서는 필리핀에서의 과거 범죄피해경험을 범죄유형(대인, 재산, 기타) 별로 구분하여 어떤 피해 경험이 범죄두려움에 가장 큰 영향을 미치는지 살펴보고, 한국인과 필리핀 사람에 의한 범죄피해 두려움이 각각 그 독립변수 차원에서 어떤 차이점을 보이는지 비교ㆍ검토하도록 한다. 분석 자료는 2011년 9월에 형사정책연구원 자료(『동남아시아 지역의 한국인 범죄 실태와 보호방안』를 활용하는데, 필리핀에서 직접 수집한 592명의 설문 자료를 기초로 한다. 한국인에게느끼는 범죄피해 두려움과 필리핀 현지인에게 느끼는 범죄피해 두려움이 서로 다를 것이라는 가정 하에서 다중회귀모델을 두 가지로 구분해 범죄피해 두려움에 미치는 각각의 요인을 개별 모델내에서 검토한다. 분석 결과, 전체의 9.5%는 필리핀에서 폭력, 강도, 납치 등의 대인범죄 피해를 경험했고, 전체의 5.6%는 약물 및 도박 등의 기타범죄 피해를 당한 경험이 있는 것으로 나타났다. 유발 요인 차원에서는 한국인에 의한 피해모델이 성별(여성), 개인피해 예방, 필리핀 정부활용 대책을 유의미한 독립변수로 가진 반면, 필리핀인에 의한 피해 두려움 모델에서는 성별(여성), 연령, 거주기간,개인피해 예방, 필리핀 정부활용 대책, 그리고 대인범죄 피해경험이 유의미한 변인인 것으로 나타났다. 이에 필리핀인에 의한 폭력 피해 유경험자에게는 2차 피해를 예방할 수 있는 구체적인 피해방지 가이드라인을 제공할 필요가 있고, 피해자의 성별, 연령, 거주기간 요인을 고려한 개별화된 범죄피해 예방 지침을 제공할 필요가 있음을 실질적으로 확인했다.

영문 초록

The current study aims at investigating the prevalence of crimes committed againstKoreans and identifying the crucial factors that are associated with the crimes towardKoreans in the Philippines. It is imperative to examine the root causes of crimecommitted against Koreans in the Philippines and analyze the key factors that cause fearof crime. This study attempts to contribute to establishment of the fundamental crime preventionstrategies for reducing the fear of crime among Koreans in the Philippines. Numerousstudies have suggested the important determinants of fear of crime by focusing onvarious demographical characteristics such as age and gender, media consumption, a levelof satisfaction with government policy, crime victimization, and community concerns. However, few studies have focused on the fear of crime toward Koreans who live in thePhilippines. In the Philippines, one of the most problematic issue is brutal crimes againstforeigners. Recently, crimes against Koreans and fear of crime of Korean in the Philippinehave dramatically increased. With a high crime rate toward Koreans, fear of crime thatKorean might feel is more likely to be high among many foreigners in the Philippine. Inthis context, this study focuses on examining the relationships between vicitmizationexperience and level of fear of crimes of Koreans who live in Philippines. The present study utilized the data that the Korean Institute of Criminology hadcollected in Philippines. The data collection was conducted toward 592 Koreans who havelived in Philippines in 2011. The current study used t-test, ANOVA, and multipleregression analyses. The result showed that 48.3% of respondents do not have anyvicitmization experience in Philippines. More importantly, the key variables such asgender, age, individual cautions attitude for crime prevention, and need to change forPhilippines government variables were significant factors in explaining the fear of crime in the regression model. Further policy implications will be discussed.
