최근 테러양상의 변화에 따른 대응체제 개선방안

국문 초록

오늘날 테러 양상은 정보화 및 국제화 현상이 가속화되면서 사이버 테러가 늘어나고 테러조직의네트워크화 경향이 두드러지고 있는가 하면, 외로운 늑대테러와 복합테러가 증가하는 등 큰 변화를 보이고 있다. 이러한 테러에 대응하고 있는 우리나라의 체제를 검토한 결과 근거 법령이 대통령 훈령에 불과한데다 테러 발생 유형별로 대응부처가 분산되어 복합테러 대처에 부적합하고, 사이버테러에는 민·관·군으로 나누어 대응 하고 있어 사각지대가 발생할 수 있는 등의 문제점을 발견하였다. 이에 따라 우리나라 대응체제 개선을 위한 아이디어를 얻기 위해 그간 테러 빈발로 대응체제를꾸준히 발전시켜 온 미국과 영국의 체제를 분석한 결과 대테러관계 기본 법률의 제정, 사이버 공격에 대비한 노력 배가, 국가 대테러업무를 통합·조정하는 조직 운영 등의 시사점을 발견하였다. 이와 같은 문제점과 시사점을 토대로 우리나라의 테러대응체제를 개선하기 위해 대테러업무 통합 및 생화학테러 대비 조직의 설치, 대테러활동의 체계적 뒷받침을 위한 대테러 관계법령의 정비,가칭 ‘사이버 안전청’ 설립 등 사이버테러 대응체제의 보완, 외로운 늑대테러 발생 예방을 위한 다문화 구성원 및 소외계층 대상 지원체계 구축, 그리고 국가차원의 테러대응역량 통합을 위한 민·관협력체제 강화 방안 등을 제시하였다.

영문 초록

Today, aspects of terrorism are widely changed by rapid progress of the phenomena ofinformationalization and globalization. That is, cyber terrorism, lone wolf terrorism, andcomplex terrorism are on the increase, and the tendency of terrorist network stands outprominently. Results of reviewing Korean responding system against the terrorism, The writerfound problems that the relevant statutory provision is only by the executive order, andthe responding of government departments to each type of terror are diffused which areunsuitable for responding to complex terror, and the administration, military, privateorganization individually deal with against cyber terrorism. Following to this problem, our country gained idea to improve our responding systemby analyzing USA and UK which constantly developed their systems as terrorism oftenoccurred. Results to this analysis, implications like legislating basic laws againstterrorism, more efforts to prepare for cyber terrorism, operation of organization forcombining and adjusting counter-terrorism activities were found. On the basis of these problem and implications, plans for improving our country's counter-terrorism system suggested as follows : reorganizing the laws related to counter-terrorismto support systematically the counter-terrorism activity, establishing organization forcombining the tasks responding to terrorism and for bioterrorism, making up for countercyber terrorism system such as establishing a tentative name ‘Cyber Security Office’,building a supporting system for multicultural family and a neglected class of people toprevent lone wolf terrorism, and reinforcing cooperative systems between privateorganization and government to integrate counter terrorism capability on national level
