경호학의 발전을 위한 정책과제

국문 초록

현대사회가 산업화·도시화를 가속함에 따라 범죄는 지능화·다양화되고 있으며, 각종 사회병리현상이 증가하고 있다. 또한 지구촌이라는 글로벌화에 따라 범죄의 국제화가 심화되고, 전 세계는 테러리즘으로부터 안전을 확보하기위해 고심하고 있다. 더불어 각종 위험으로부터 시민사회에서는 안전욕구가 증대되어 높은 치안수준의 유지는 물론 개개인의 신변안전을 보장받기를 요구하고 있다. 이러한 사회환경의 변화와 수요에 힘입어 경호경비산업은 비약적인 성장을 이루었으며, 경호경비와 관련된 다양한 현상을 연구하는 경호학이 탄생하게 되었다. 따라서 경호학은 경호경비에 대한 전문성과 학문성, 그리고 우수한 경호인력을 육성하기 위해 학문적 가치를 축적해야만 한다. 그러나 경호학의 학문적 현실은 냉혹한 실정이다. 현재 경호학은 학문적 패러다임을 체계적으로 구성하고 있지 못하다. 교육과학기술부의 학문분류체계표상의 분과 학문으로 미등록되어 있을 뿐만 아니라, 한국연구재단의 학문연구 분야별 분류표에도 미등재되어 있다. 국내에서는 1996년 경호학과 최초로 신설된 이후 전국에 경호관련학과가 70여개에 이르고, 석·박사과정이 개설되어 경호학박사도 탄생하였으나, 학문적 분과에 따라 독립된 영역으로서 독창성을 가지고 있지 못한 실정이다. 따라서 본 연구는 경호학의 발전을 위해서 현상을 탐구하고 정책적 과제를 제기하고자 한다. 경호학의 발전을 위해서는 경호학의 정체성 확보문제가 최우선 선결과제이다. 또한 각 대학 경호관련학과에 편성되어 있는 경호학 교육과정을 표준화하여 경호학문의 구성적 표준화와 통일화된 독창성을 확보해야 한다. 법제와 관련하여 현행 「경비업법」은 경호·경비 용어사용 등의 측면에서 혼란을 초래하고 있는바 법명을 개정해야 하고, 내용적 법 개정 사안이 발생할 경우 학계와의 소통을 통해 법 개정을 해야 할 것이다. 그리고 경호학이 학문적으로 발전함에 있어 경호경비산업과 병행 발전될 때 시너지효과가 발생할 것이며, 산학관 연구기능이 증대된다면 경호학의 미래는 한층 더 밝아질 것이다.

영문 초록

As industrialization and urbanization are accelerated in modern society, the trend of crime becomes intelligent and diversified and various social pathologies increase. In addition, according to globalization so called global village, the world is making effort to secure safety against terrorism. Citizen communities desire more safety against various dangers and they request high-level public peace and guarantee of personal safety. With the change of social environment and its demand, security industry has achieved rapid growth and protection science that studies various phenomenons related with security was created. Therefore, protection science shall accumulate academic value to nurture specialty, disciplinarity and competent security manpower. However, academic reality of protection science is very serious. Currently, protection science can't organize academic paradigm systematically. It is not registered as a science in academic classification system table of the Ministry of Education, Science and Technology and it is also not registered in academic research classification table of National Research Foundation of Korea. Since the department of protection science was established for the first time in 1996, about 70 departments related with security were founded and doctor of protection science was born. However, current situation is that it does not have an originality of independent area. Therefore, the study will research phenomenon and suggest political assignment for the development of protection science. For the development of protection science, the most urgent work is to secure identity of protection science. In addition, it is necessary to standardize organization of protection science and secure unified originality by standardizing the education process of protection science formed in security-concerning department of each university. For law, current「Security Industry Act」is causing confusion in relation with terminology of security. Therefore, the law name shall be amended to communicate with academic world when its contents are amended. When protection science develops in parallel with security industry, synergy effect will be generated and when the research consortium between industry, school and government increases, the future of protection science will be brighter.
