국문 초록

This paper argues that introducing the decentralized police system in Korea should insert the discussion of the civilian organizations of cooperation with the police and that it is a urgent task to theorize the vigilantism and study what to define the characteristics of the local society are and how to use the organizations of cooperation with the police. The second chapter shows the meaning and prospect of the decentralized police system, and the third the current condition of running the institutes, the international examples and the problems. Besides, the fourth concludes that vigilantism should be considered as a theoretical background of the cooperation between civilians and the police and suggests demonstrating the effects by practically observing the policies deduced by comparing the international examples of the system of the decentralized police.
