국제비교를 통해 본 우리나라의 소득분배

국문 초록

본 연구는 우리나라의 소득분배의 전체상을 파악하고자 소득집중도, 빈곤율, 지니계수를 이용하여 OECD 나라들을 중심으로 국제비교를 수행하였다. 주요 결과를 요약하면 다음과 같다. 첫째 우리나라의 소득집중도는 낮은 편이었으므로 상위 계층으로 소득의 쏠림 현상이 다른 나라에 비해 심각하다고 보기 어렵다. 둘째 우리나라의 빈곤율은 높은 편인데, 가장 중요한 이유는 노인의 빈곤율이 높기 때문인 것으로 보인다. 셋째 세전소득은 OECD에서 가장 균등하지만 세후소득은 OECD에서 중간 수준으로 균등하였다. 노동시장과 자본시장을 통한 소득분배는 OECD에서 가장 균등하지만 정부의 소득재분배 기능은 약하다는 뜻이다. 우리나라 소득분배에서 가장 큰 약점은 노인의 빈곤문제이며, 이를 완화하기 위한 정부의 소득재분배기능이 강화되어야 할 것이다. 즉 빈곤층과 노인층을 제외한 사람들을 대상으로 한 무분별한 복지지출 확대는 소득분배를 개선하지도 못할 것이다. 또한 노동시장과 자본시장을 통한 소득분배는 상당히 균등한 편이고, 상위 계층으로의 소득 집중도 상대적으로 심각하지 않았다. 따라서 소득분배 개선을 위한 노력과 함께 노동시장과 자본시장에 대한 잘못된 개입을 제거하고 경제의 활력을 유지하기 위한 노력을 병행해야 할 것이다.

영문 초록

This study conducted an international comparison focusing on OECD countries using top income share, poverty rate, and the Gini coefficient to grasp the overall picture of income distribution in our country. The main results are summarized as follows. First, top income share in Korea is relatively low, making it difficult to see serious income concentration trends among the upper class compared to other countries. Second, our country’s poverty rate is relatively high, primarily because the poverty rate among the elderly is significant. Third, pre-tax income is the most equitable in the OECD, while post-tax income is at a medium level of equity within the OECD. Income distribution through the labor market and capital market is the most equitable in the OECD, but the government’s income redistribution function is weak. The biggest weakness in income distribution in Korea is the issue of elderly poverty, and the government’s income redistribution function should be strengthened to alleviate this. In other words, indiscriminate welfare spending expansion targeting people excluding the poor and the elderly will not improve income distribution. Furthermore, income distribution through the labor market and capital market is quite equitable, and income concentration toward the upper class is not relatively serious. Therefore, alongside efforts to improve income distribution, it is necessary to eliminate wrong interventions in the labor market and capital market and to maintain the vitality of the economy.
