국문 초록
인공지능(AI)이 행정 전반의 핵심 인프라로 확산되는 가운데, 혁신 가속과 규제라는 상반된 요구가 공존하지만 두 담론이 시민들의 공공가치 창출에 있어 인공지능을 수용하는데 어떻게 얽혀 있는지는 실증적으로 충분히 규명되지 않았다. 본 연구는 행정 현장에서 동시에 제기되는 인공지능 혁신 요구와 선제 규제 요구가 시민의 기술 수용 태도에 어떤 영향을 미치는지 밝혀 보고자, 규제 인식·사회적 기대불일치·수용의지를 하나의 분석 틀로 통합했다. 이를 통해 기존의 기술수용모델이 기능적 편익에, 위험인식 연구가 규제 담론에, 기대불일치 이론이 만족 변화에 대한 일방향성에 각각 머무른 설명의 단절을 잇는다. 분석결과, 인공지능을 규제해야 한다는 인식은 수용 의지를 낮추었지만, 사회적 영역에서 인공지능이 기대에 미치지 못한다고 느끼는 부정적 기대불일치는 오히려 더 적극적인 도입과 개선 요구로 이어졌다. 아울러 두 변수가 결합할 때는 수용 저항이 더욱 강화되는 등 규제·위험·수용의 다층적 상호작용이 확인되었다. 따라서 기대불일치가 기술 저항만이 아니라 혁신 압력으로도 전환될 수 있다는 논의를 할 수 있으며, 인공지능 거버넌스는 위험 투명성 확보와 시민들의 적극적인 참여와 함께 설계할 때 비로소 공공가치를 극대화할 수 있음을 시사한다.
영문 초록
As artificial intelligence (AI) expands into a core infrastructure of public administration, the imperatives of accelerating innovation and imposing precautionary regulation coexist, yet their combined influence on citizens’ willingness to adopt AI remains largely unexamined. This study brings together three elements—regulatory perception, social expectation disconfirmation, and adoption intention—within a single analytical framework to explain how concurrent calls for AI innovation and strict oversight shape public acceptance. In doing so, it connects research traditions that have often been separate: technology acceptance models focused on functional benefits, risk studies centered on regulation, and expectation disconfirmation work that treats satisfaction change as one directional. The findings show that stronger support for regulating AI lowers willingness to adopt, whereas negative social expectation disconfirmation—the feeling that AI falls short of social expectations—paradoxically heightens citizens’ desire for further adoption and improvement. When these two factors combine, regulatory support magnifies adoption resistance, revealing a multi layered interaction among regulation, perceived risk, and acceptance. The results demonstrate that expectation disconfirmation can generate not only technological resistance but also pressure for innovation. They also indicate that effective AI governance should pair transparent risk management with participatory improvement platforms to maximize public value.
