국문 초록

Purpose - This study investigates the Trump administration’s digital currency strategy as a structural attempt to reshape global trade settlement mechanisms without introducing a U.S. central bank digital currency (CBDC). Instead, it promotes the use of private stablecoins and crypto-assets to reinforce U.S. monetary primacy in a digital age. Design/Methodology/Approach - The research employs a qualitative, comparative policy analysis framework grounded in institutional theory and the Triffin dilemma. It conducts a cross-national comparison of major economies, including China, the EU, and BRICS, and examines the implications for middle powers, with a focus on South Korea. Findings - The U.S. strategy reflects a shift toward a public-private hybrid model. This approach avoids domestic privacy concerns tied to CBDCs while expanding global demand for U.S. Treasuries and preserving dollar dominance. However, it presents challenges such as regulatory fragmentation, financial instability, and geopolitical resistance. Meanwhile, other powers are advancing alternative digital currency frameworks, accelerating a multipolar transition. Research Implications - Digital currencies have evolved into strategic instruments of economic and geopolitical leverage. For middle powers like South Korea, success in the emerging digital order will require a pragmatic policy mix: fostering digital sovereignty, enhancing interoperability, and engaging in multilateral standard-setting. This study offers timely insights for navigating the complex dynamics of digital monetary realignment.
