국문 초록

이 연구는 긴급응급조치 판단조사표를 활용하여 스토킹범죄의 특성을 분석하고, 경찰의 초기 대응이 피해자 보호와 재범 방 지에 미치는 영향을 검토하는 것을 목적으로 한다. 이를 위해 서울 시내 A 경찰서에서 2023년 1월 1일부터 2024년 7월 31일 까지 접수된 스토킹 사건 중 긴급응급조치 판단조사표가 작성된 226건을 분석 대상으로 선정하였다. 기초통계량 분석, 빈도분 석, 교차분석을 활용하여 스토킹 사건의 특성과 유형, 가해자의 위험 요소 및 경찰의 대응 현황을 분석하였다. 연구 결과, 스토 킹 사건의 75.7%가 112신고를 통해 접수되었으며, 피해자의 70.4%가 가해자와 친밀한 관계였다. 피해자의 76.5%는 가해자가 자신의 주거지나 직장을 알고 있었으며, 가장 빈번한 스토킹 행위 유형은 정보통신망을 이용한 연락(45.8%)이었다. 또한, 피해 자의 보호조치 요청률은 21.7%에 불과하여 경찰의 선제적 개입이 필요한 사례가 많았다. 이 연구는 긴급응급조치 판단조사표의 개선, 피해자 보호 강화를 위한 경찰의 적극적 개입, 가해자 위험성 평가 강화를 정책적 시사점으로 제시하였다. 이를 통해 스토 킹범죄 대응에서 경찰의 초기 개입이 피해자 보호 및 재범 방지에 효과적으로 작용할 수 있도록 실질적인 개선방안을 도출하고 자 한다.

영문 초록

The purpose of this study is to analyze the characteristics of stalking crimes using the emergency emergency emergency measure judgment survey table and to examine the effect of the police's initial response on victim protection and recidivism prevention. To this end, 226 cases in which the emergency emergency emergency measure judgment survey table was prepared among stalking cases received from January 1, 2023 to July 31, 2024 at the A police station in downtown Seoul were selected for analysis. Basic statistics analysis, frequency analysis, and cross-analysis were used to analyze the characteristics and types of stalking cases, risk factors of perpetrators, and police response status. As a result of the study, 75.7% of stalking cases were received through 112 reports, and 70.4% of victims were in a close relationship with the perpetrator. For 76.5% of victims, the perpetrator knew his or her residence or workplace, and the most frequent type of stalking behavior was contact using information and communication networks (45.8%). In addition, the victim's rate of requesting protective measures was only 21.7%, so there were many cases that required preemptive police intervention. This study suggested improving the emergency measure judgment survey table, active police intervention to strengthen the protection of victims, and strengthening the risk assessment of perpetrators as policy implications. Through this, we intend to derive practical improvement measures so that the initial police intervention in responding to stalking crimes can effectively protect victims and prevent recidivism.
