국문 초록

조직은 이러한 효율성과 기능을 바탕으로 시스템의 전면 도입을 검토 중이다. 이는 경찰 활동의 기술적 도입이 새로운 패러 다임의 전환을 이끌 것이라는 기대를 반영한다. 그러나 AI를 활용한 경찰 활동 및 법 집행이 시민들에게 미치는 영향에 대한 논 의는 초기 단계에 머물러 있다. 이에 본 연구는 AI 기반 경찰 활동의 위험성을 분석하고, 이를 감소시키기 위한 대안을 모색하 는 데 목적을 두었다. 본 연구는 문헌 연구를 중심으로 진행되었다. 이는 AI 치안 관련 연구가 아직 부족하고, AI 기술 도입이 초기 단계에 있는 상황에서 문헌 연구를 통해 AI 기반 치안 시스템의 우려와 정책을 면밀히 분석할 수 있기 때문이다. 분석 결과, AI 기반 치안 기술의 도입 및 확장에서 데이터 품질 저하, 시스템 편향성, 투명성과 설명 가능성 부족, 재량권 남용과 책임 불명확성, 기술적 오류 및 과도한 기술 의존성 등과 같은 주요 문제점이 도출되었다. 따라서, AI 기반 치안 기술의 유용성과 위험성을 균형 있게 이해하고, 책임성을 명확히 하기 위한 체계적인 접근이 필요하다. 본 연구는 이를 위해 표준화된 절차의 마련, 독립적인 감독 기관 설립, 경찰관의 책임성 강화, 시민 참여 확대 및 기술 인식 개 선을 방안으로 제안하였다.

영문 초록

The adoption of AI-based crime prediction and prevention systems enables more efficient personnel deployment and enhances crime prevention efforts in policing. Leveraging these efficiencies and functionalities, police organizations are evaluating the full-scale implementation of such systems. This reflects the expectation that integrating AI technology into policing could bring about a paradigm shift. However, discussions on the implications of AI-driven law enforcement for citizens are still in their infancy. Accordingly, this study aims to assess the risks associated with AI-based policing and propose strategies to mitigate these risks. This study primarily adopts a literature review approach. Given the limited research on AI in policing and the nascent stage of its adoption in law enforcement, a literature review provides a basis for in-depth analysis of concerns and policies surrounding AI-driven policing systems. The findings highlight several key challenges related to the implementation and expansion of AI-based policing technologies, including the degradation of data quality, systemic biases, lack of transparency and explainability, potential misuse of discretion and ambiguity in accountability, technological errors, and over-reliance on AI. Therefore, a systematic approach is essential to balance the benefits and risks of AI-driven policing technologies while ensuring accountability. To address these challenges, this study proposes the establishment of standardized procedures, the creation of independent oversight bodies, the reinforcement of police accountability, the promotion of citizen participation, and the improvement of public awareness regarding AI technologies.
