국문 초록
This study analyzes how interactions between actors in technological innovation and existing markets influence regulatory changes through four case studies of the regulatory sandbox model in the sharing economy: shared kitchens, shared mobility, shared campervans, and shared beauty salons. Using Wilson’s regulatory politics theory, this research examines the interactions between actors and the resulting regulatory changes. The findings indicate that legislative amendments progressed relatively quickly in the cases of shared kitchens and shared mobility. This was because the benefits were concentrated among new market entrants, enabling them to swiftly form consultative bodies, while conflicts with existing industries remained minimal. In contrast, in the case of shared beauty salons, both benefits and costs were highly concentrated between incumbent and new market players, leading to prolonged conflicts and preventing legislative amendments. Meanwhile, in the shared campervan case, both benefits and costs were widely dispersed, and no political organization, such as a consultative body, was formed, resulting in no legislative amendments thus far. This analysis confirms that actor interactions and political organization significantly impact regulatory changes. To successfully drive future regulatory innovations, a deep understanding of the industrial ecosystem, government-led consultative bodies, and enhanced effectiveness of the regulatory revision request system are essential.
