국문 초록

This study examines long-term abandoned buildings caused by suspended construction and proposes institutional reforms for public intervention. Although privately owned, these structures impose social costs such as safety risks, environmental degradation, and economic stagnation. Based on national survey data, the main causes are financial insolvency and legal disputes, with cases concentrated in small cities and urban-rural composite areas. Public intervention is categorized into project resumption support, administrative enforcement, and public asset conversion. Policy responses should consider factors like location, scale, and ownership complexity. The study suggests seven reforms, including alternative funding sources, integrated local monitoring, lien resolution mechanisms, and mandatory performance bonds and suspension insurance. These measures aim to enhance local governments’ capacity to address stalled developments and promote urban regeneration and public welfare.
