국문 초록

This study empirically analyzes the effectiveness of the Growth Management Plan (GMP) in Hwaseong City's non-urbanized areas. The study area, including planned management, production management, and green zones, faces mounting development pressure. Since 2021, development permits have dropped by over half, showing GMP’s tangible effects in curbing disorderly growth and uncoordinated expansion. Core elements such as road centerlines, land-use zoning, and comprehensive landscape planning have proven effective. Spatial improvements include site concentration and separation of residential and industrial uses. However, the existing incentive system is significantly underutilized due to complex standards and low on-site applicability. Floor area limits and misaligned land-use plans further hinder adoption. Simplifying and restructuring the incentive framework is absolutely essential for successful application. Region-specific planning strategies and integration with other permitting systems are urgently needed. This study offers balanced insight into GMP’s strengths, practical limitations, and future implementation pathways for fringe land-use policy.
