국문 초록

(Purpose) This study investigates the relationship between local council members' representative role perception and their legislative activities in Gyeonggi Province, South Korea. It examines how representational roles impact their engagement in legislative, administrative, and citizen-oriented activities and aims to contribute to strengthening local council members' capabilities. (Design/Methodology/Approach) A survey was conducted on 161 local council members in Gyeonggi Province in June 2023. The questionnaire explored their perceptions of representative roles and time allocation to various legislative activities. Data was analyzed using frequency analysis, T-tests, ANOVA, and multiple regression analysis. (Findings) Council members identifying as constituency representatives spend more time on ordinance enactment/amendment and local councilor's interpellation. Delegate-type members are more involved in ordinance enactment/amendment. Male members dedicate more time to citizen petition processing. First-term members showed higher percentages in trustee and politico types. Representative orientation significantly affects activity in ordinance enactment/amendment and local councilor's interpellation. (Research Implications) Council members' representative role perceptions significantly influence their legislative activities. The study highlights the importance of strengthening the role of constituency representatives, promoting delegate-type representation, addressing gender differences, and enhancing support for new council members. Future research should explore these relationships in more depth, considering factors such as political affiliation and institutional context.
