국문 초록

(Purpose) This study investigates public discourse surrounding the Regional Innovation System for Universities (RISE) policy through social big data analysis, aiming to identify key themes and perceptions. (Design/methodology/approach) A mixed-methods approach was employed using keyword frequency, TF-IDF, N-gram, sentiment analysis, and network analysis on text data collected from major online platforms. (Findings) Core keywords such as “university,” “region,” “innovation,” and “collaboration” frequently appeared, indicating strong policy emphasis on university-led regional development. Sentiment analysis revealed a generally positive perception, with interest in new initiatives, although some concerns were also detected. Network and CONCOR analyses showed that universities and local governments play central roles in a collaborative policy structure. (Research implications or Originality) This study offers data-driven insights into RISE policy implementation, emphasizing the need for stronger industry-university partnerships, localized support systems, transparent In order for the RISE policy to be successfully implemented, it is necessary to prepare various policy incentives and support measures so that industries can actively participate, and to expand joint research and technology transfer programs between universities and industries. It is necessary to promote strategies differentiated by region by establishing a customized support system reflecting the unique characteristics and strengths of each region. To secure the sustainability of the RISE policy, it is essential to cultivate talents in the region and improve settlement conditions.
