A Study on New Quality Productive Forces and the Logic of China’s Sustainable Transformation: Focusing on Policy Discourse Analysis

국문 초록
(Purpose) This study aims to explore the evolving concept of New Quality Productive Forces (NQPF) as a multidimensional policy and ideological framework driving China's transformation toward sustainable, high-quality development. By integrating technological innovation, digital transformation, green transition, and talent systems, the NQPF represents a paradigmatic shift in China's post-industrial development model.
(Design/methodology/approach) The study adopts a mixed-method approach combining policy analysis and empirical text mining. Online discourse data collected between December 2023 and April 2025 (N=2,191) from Chinese news portals, Weibo, government platforms, and academic sources were analyzed using TF-IDF keyword extraction and CONCOR network clustering. This dual analysis identifies the dominant themes, discursive clusters, and relational structures embedded in the NQPF concept.
(Findings) The results reveal that the NQPF is not merely a slogan but a strategically coordinated system of transformation encompassing technological self-reliance, digital economic expansion, region-specific green adaptation, and talent-driven innovation. The concept integrates both ideological framing (“New Era”, “High Quality”) and operational drivers (“AI”, “Digital”, “Green”, “Enterprise”). Network clustering via CONCOR identifies three major conceptual clusters: technological innovation, environmental and regional development, and institutional and human capital governance. These clusters are interlinked through core nodes such as “Productivity” and “System”.
(Research implications or Originality) This study advances the academic understanding of NQPF by situating it within both structural discourse and policy implementation. It demonstrates how China's state-led modernization leverages strategic narrative construction and policy discourse to mobilize complex systems change. The methodology also offers a replicable framework for future studies on policy-driven discourse formation in authoritarian or hybrid regimes.
