충청북도 탄소중립교육 활성화 방안 연구

국문 초록

기후위기가 심화함에 따라 탄소중립 실현을 위한 교육의 중요성이 증대되고 있다. 본 연구는 충청북도의 탄소중립교육 현황을 분석하고, 지역 특성을 반영한 교육 활성화 방안을 도출하는 것을 목적으로 한다. 이를 위해 국내외 탄소중립교육 정책 및 프로그램을 비교·분석하고, 충청북도 내 탄소중립 교육 운영 실태를 평가하였다. 연구 결과, 충청북도의 탄소중립교육은 기존 환경교육 내 일부 프로그램으로 운영되며 생애주기별 맞춤형 교육이 부족하고 교육 인프라가 청주 지역에 집중되어 있어 지역 간 교육 격차가 존재하는 것으로 나타났다. 이러한 한계를 극복하기 위해 본 연구에서는 탄소중립교육의 독립적 체계 정립, 생활 실천 중심 교육 강화, 지역 기반 교육 거점 구축, 디지털 기술을 활용한 교육 콘텐츠 개발, 교육 담당자 역량 강화, 법·제도적 지원 확대 등의 방안을 제안하였다. 본 연구는 충청북도의 탄소중립 교육 정책 수립을 위한 기초자료를 제공하며, 향후 지역 맞춤형 교육프로그램 개발 및 효과성 분석을 위한 후속 연구의 필요성을 제시한다.

영문 초록

As the climate crisis worsens, the role of education in achieving carbon neutrality is becoming increasingly important. This study examines the current state of carbon-neutral education in Chungcheongbuk-do and proposes strategies for its enhancement. A comparative analysis of domestic and international policies was conducted alongside an assessment of local implementation. Findings indicate that education is largely integrated into general environmental programs lacking a structured life-cycle-based approach. Additionally the concentration of infrastructure in Cheongju has led to regional disparities. To address these challenges, this study suggests establishing an independent education framework, strengthening practical education, developing regional hubs, leveraging digital technologies, and expanding institutional support. These findings offer insights for policy development and highlight the need for further research on region-specific education programs.
