사회복지시설 종사자의 대체인력지원사업 이용 경험에 관한 질적 연구: 충청남도를 중심으로

국문 초록

본 연구는 사회복지시설 종사자의 대체인력지원사업 이용 경험을 살펴보고 사업 활성화를 위한 개선 방안을 모색하는 데 목적이 있다. 이를 위해 대체인력지원사업을 이용한 경험이 있는 사회복지시설 종사자 12명을 대상으로 심층 면접하였고, 일반적 질적연구방법으로 분석하였다. 사회복지시설 종사자가 경험한 대체인력지원사업은 ‘대체인력지원사업에 대한 인식’, ‘대체인력지원사업 이용 경험으로 인식의 변화’, ‘대체인력지원사업 개선 방안’의 구성요소 3개와 하위 구성요소 10개로 도출되었다. 연구 결과를 바탕으로 한 대체인력지원사업의 개선 방안은 다음과 같다. 첫째, 모든 시·군의 사회복지시설에서 이용할 수 있도록 예산 확보와 대체인력 확충이 필요하다. 둘째, 사업의 홍보를 강화하여 활용률을 높여야 한다. 셋째, 대체인력의 처우개선을 통한 장기근속 유도 방안을 마련해야 한다. 넷째, 대체인력의 교육을 강화하여 전문성 향상을 도모해야 할 것이다. 마지막으로 위탁·운영기관, 대체인력, 사회복지시설 종사자의 정기적인 소통 기회를 마련해야 한다. 본 연구는 사회복지시설 종사자 대체인력지원사업의 이용 경험을 살펴보고, 사업 활성화를 위한 개선 방안을 제시하였다는 점에서 의의가 있다.

영문 초록

The purpose of this study is to examine the experience of social welfare facility workers using the alternative human resource support project and to seek improvement measures for the activation of the project. To this end, in-depth interviews were conducted with 12 social welfare facility workers who had experience using the alternative human resource support project, and the analysis was conducted using general qualitative research methods. The alternative human resource support project experienced by social welfare facility workers was derived from three components and 10 sub-components: ‘awareness of the alternative human resource support project’, ‘changes in awareness due to experience using the alternative human resource support project’, and ‘improvement plans for the alternative human resource support project’. The improvement plans for the alternative human resource support project based on the research results are as follows. First, it is necessary to secure a budget and expand the number of alternative workers so that it can be used in all social welfare facilities in cities and counties. Second, the promotion of the project should be strengthened to increase the utilization rate. Third, measures should be prepared to induce long-term employment by improving the treatment of alternative workers. Fourth, the education of alternative workers should be strengthened to improve their professionalism. Lastly, regular communication opportunities should be established between the commissioned/operating agency, substitute personnel, and social welfare facility workers. This study is significant in that it examined the experience of using the social welfare facility worker substitute personnel support project and suggested improvement measures to revitalize the project.
