This study explores a strategic model for transforming the May 18 National Democratic Cemetery into a storytelling-based cultural park by applying a consumer-constructed narrative marketing framework. Traditionally, South Korean national cemeteries have been designed around hierarchical spatial structures and state-led memorial practices. However, the cemetery holds unique historical and emotional attributes, where the living and the deceased coexist within a shared commemorative context. In this light, the site demands a new design paradigm that enables visitors not only to receive historical knowledge but also to reconstruct collective memories through personalized narrative experiences. Building upon the narrative theory of Woodside, Escalas, and Hirschman, this study proposes a four-stage emotional storytelling model—prequel, imbalance, resolution, and storytelling—as a conceptual framework for spatial design, visitor flow, and content development. The proposed model emphasizes emotional immersion, self-reflection, and narrative co-creation by visitors as active memory agents. The research critically analyzes existing spatial arrangements and policy documents, including the 2022 state-commissioned development report, and identifies limitations in emotion-driven content, consumer participation, and shared narrative platforms. As an alternative, a new strategy model (Model A) is presented, focusing on affective scene segmentation, participatory content zones, and digital memory sharing platforms. Ultimately, this paper argues that the cultural parkification of the May 18 National Democratic Cemetery should go beyond aesthetic redesign and policy formalism. Instead, it should function as an emotionally resonant storytelling platform that enables citizens to co-construct and circulate narratives of democracy, sacrifice, and community. The proposed model provides a theoretical and practical foundation for reconfiguring memorial sites as dynamic emotional communities and living memory ecosystems.
