국문 초록
Since the mid-2010s until 2021, South Korea's cultural policies have focused on promoting residents’ cultural participation and revitalizing community-rooted cultures. However, from 2022, under the Hallyu and mega-events, policy shifted entirely toward cultural industries. So, public budgets were reorganized around one-off projects such as K-Culture and tourism events, while funding for foundational programs was almost reduced.
This recurring uncertainty and fragmented budget allocation, repeatedly triggered by changes in administration or personnel, has led to the homogenization of local culture and erosion of its organic foundations. This study explores the potential of rhizomatic cooperation networks among cultural hubs as an alternative to government-led policies and fragmented indivisual cultural life. By reviewing prior research on the cultural policy in Korea and comparing cases of local private actors and cultural hubs from around the 2020s, the study proposes a “rhizomatic module model” adaptable to the characteristics of different local communities and populations. This research seeks to governance strategies support the autonomy and creativity of diverse resident actors in an era of cultural diversity. It aims to provide meaningful insights for addressing issues such as social disconnection and individual alienation, while contributing to the recovery of personal identity and community.
