국문 초록
This study aims to compare and analyze lifelong education policies and implementation systems between Jeollanam-do in South Korea and Jilin Province in China. Employing literature review, comparative analysis, and SWOT analysis methods, this paper examines policy objectives, institutional characteristics, budgetary support, supervisory and evaluation systems, and credit bank system operations of both regions. The results reveal that Jeollanam-do has successfully established a sustainable lifelong learning system characterized by lifelong learning city projects, localized education programs, an effective credit bank system, multi-stakeholder collaboration, and robust supervisory mechanisms. Conversely, Jilin Province primarily relies on government-driven implementation, demonstrating limited social participation, insufficient financial investment, and absence of a credit bank system. Drawing from the best practices of Jeollanam-do, this paper recommends establishing a credit bank system, diversifying lifelong education programs tailored to regional characteristics, strengthening third-party supervisory evaluation systems, and advocating for dedicated lifelong education legislation to foster sustainable lifelong learning in Jilin Province
