부산지역 한국어교육의 현황과 과제

국문 초록

본 연구의 목적은 부산지역 한국어교육의 현황과 과제를 살펴보고 문제점을 도출하여 향후 한 국어교육의 발전방향을 제시하는 데 있다. 이를 위해 부산지역 한국어교원 양성 현황, 외국인을 대상으로 한 한국어교육기관 현황, 그리고 한국어교육 관련 정책 등을 살펴보았다. 연구 결과, 첫 째, 부산지역은 한국어를 학습하려는 외국인의 수에 비해 이를 담당할 한국어교원의 수가 부족한 것으로 나타났다. 둘째, 부산지역의 대부분 대학, 특히 전문대학을 포함한 여러 고등교육기관에서 외국인 유학생을 위한 어학연수 과정을 운영하고 있었다. 셋째, 결혼이민자, 외국인 노동자, 중도 입국 자녀 등을 위한 한국어교육기관들이 각 수요자 특성에 따라 관련 부처별로 다양하게 운영되 고 있는 것으로 확인되었다. 넷째, 부산시의 한국어교육정책은 외국인 유학생을 대상으로 하는 유 학생 정책과 국내 체류 외국인을 위한 다문화정책의 두 축을 중심으로 전개되고 있었다. 이러한 연구 결과를 바탕으로, 부산시의 한국어교원 인력 부족 문제를 해결하기 위해 대학 내 한국어교 육 관련 학과의 신설 필요성과 한국어교원의 처우 개선이 요구된다. 또한, 각 대학의 한국어학당 및 관련 교육기관에서 근무하는 교원의 역량 강화를 위한 정기적인 워크숍 운영, 한국문화 수업 의 내용 및 방식 개선 등의 방안을 제안하였다. 이러한 제언들이 실현될 경우, 부산시와 지역 대 학, 한국어교육기관 간의 유기적인 협력 체계가 구축함으로써, 부산시가 추진 중인 ‘유학하기 좋 은 부산, 글로벌 허브도시로의 도약’이라는 비전 실현에 기여할 수 있을 것으로 판단된다.

영문 초록

The purpose of this study is to examine the current status and tasks of Korean language education in Busan, identify key issues and suggest future directions for Korean language education. To this end, the current status of Korean language teacher training in Busan, the current status of Korean language education institutions for foreigners, and the current status of Korean language education-related policies were examined. As a result of the study, first, it was found that the number of Korean language teachers in Busan was insufficient compared to the number of foreigners who wanted to learn Korean. Second, most universities in Busan, especially higher education institutions including junior colleges, operated language training courses for foreign students. Third, it was confirmed that Korean language education institutions for marriage immigrants, foreign workers, and children from middle-income families are operated in various ways by related ministries according to the characteristics of each consumer. Fourth, Busan's Korean language education policy was being developed around two pillars: an international student policy for foreign students and a multicultural policy for foreigners staying in Korea. Based on these findings, the need to establish a department related to Korean language education in universities and improve the treatment of Korean language teachers is required to solve the problem of a shortage of Korean language teachers in Busan. In addition, it proposed to operate regular workshops to strengthen the capabilities of teachers working at Korean language institutes and related educational institutions at each university, and to improve the content and method of Korean culture classes. If these recommendations are implemented, it is believed that the establishment of an organic cooperation system between Busan City, local universities, and Korean language education institutions will contribute to the realization of the vision of 'Leap to a Global Hub City in Busan, which is good for studying abroad'.
