한국과 스페인의 국가장애정책계획 비교

국문 초록

이 연구는 우리나라와 스페인의 국가장애정책계획인 ‘제6차 장애인정책종합계획’과 ‘장애전략 2022~2030’을 좋은 정책의 측면에서 비교분석하였다. 분석 결과 한국의 장애정책계획은 손상이 있는 취약한 장애인에게 잔여적이고 분리된 복지서비스를 확대하여 개인의 삶의 질을 증진하는 정책을 강조하고 있었다. 반면 스페인의 장애정책계획은 사회적 장벽 및 차별을 제거하여 인권을 증진하려는 정책을 강조하였고 UN장애인권리협약에 부합하는 측면이 많았다. 또 한국은 전문가 중심 정책인 반면 스페인은 정책 형성, 집행, 홍보 등의 측면에서 장애인의 민주적 참여를 보장하고자 하였다. 이에 따라 한국의 국가장애정책계획은 사회적 장벽 제거에 따른 인권보장 등 UN장애인권리협약에 부합하도록 개편하고, 장애인 거주시설 정책, 보호고용 정책, 분리된 특수교육 정책 등 협약에 부합하지 않는 정책은 폐기하고, 지원의사결정제도 등 협약에서 강조하는 새로운 정책을 개발하고, 정책 형성 및 집행 과정에서 장애인 및 장애인단체의 민주적 참여를 보장하여야 한다.

영문 초록

This study compared and analyzed the ‘6th Comprehensive Plan for Disability Policy’ and ‘Disability Strategy 2022~2030’, which are the national disability policy plans of Korea and Spain, in terms of good policy. The results of the analysis showed that Korea’s disability policy plan emphasized policies to improve the quality of life of individuals by expanding residual welfare services to vulnerable disabled people. Accordingly, Korea's national disability policy plan should be revised to comply with the UN Convention on the Rights of Persons with Disabilities, including the protection of human rights by eliminating social barriers. Policies that do not comply with the convention, such as policies on residential facilities for persons with disabilities, policies on protected employment, and policies on separate special education, should also be abolished, and new policies emphasized in the convention, such as a support decision-making system, should be developed. In additioin, the democratic participation of persons with disabilities and their organizations should be guaranteed in the policy formation and implementation process.
