국문 초록
In a fire emergency, buildings with elevators have signage at the elevator lobby to warn occupants that they must use stairs and not elevators for egress. However, following the aftermath of the World Trade Centre incident, an extensive research program undertaken by the National Institute of Standards and Technology (NIST) led to the development in the use of elevators to facilitate evacuation of high-rise buildings, and which were subsequently introduced into the 2009 IBC and NFPA 5000 codes. This was followed by a comprehensive set of requirements and operational procedures published in the 2013 ASME A17.1/CSA B44 Safety Code for Elevators and Escalators, the 2013 NFPA 72 National Fire Alarm and Signaling Code and the 2012 NFPA 101 Life Safety Codes[1]. Interests on the issues and benefits of using elevators for evacuation were reinvigorated with the new provisions that enable its use as an approved means of self-evacuation. However, after more than 10 years, its implementation still remains optional and not as a prerequisite provision in building codes. Studies on the benefits of evacuation elevators tend to focus on improving building evacuation efficiency, rather than assessing how they can be safely implemented for use in building regulations. This paper reemphasizes the mitigating measures in the provision of elevators for evacuation that were adopted in regulatory requirements. It identifies how occupant evacuation elevators can significantly improve the safe egress times of occupants most at risk during fire emergencies and hence should be considered as part of the mandatory automatic fire protection system requirements for high rise buildings.
