This paper systematically reviews the century-long evolution of government reform in Thailand from 1868 to 2006. It argues that while preserving its independent status and traditional culture, Thailand underwent three key phases: modernization reforms under absolute monarchy driven by King Chulalongkorn, fragmented reforms amid frequent regime changes after the 1932 transition to constitutional monarchy, and post-1997 financial crisis “efficient government reforms” under Thaksin Shinawatra. The study reveals that despite a turbulent democratic process and volatile governance structures, reforms persisted with market-oriented approaches. However, they were consistently shaped by a profound tension between tradition (patron-client relations, royal authority, Buddhism) and modernity (administrative efficiency, democratic participation, market orientation). This tension critically influenced reform policy choices and outcomes, continually redefining the role and capacity of the Thai state.
영문 초록
本文系统梳理了泰国1868 至2006 年间政府改革的百年历程。研究指出,泰国在保持独立地位与传统文化的前提下,经历了从朱拉隆功国王推动的君主专制现代化改革,到1932 年君主立宪后频繁政权更迭下的断续改革,再到1997 年金融危机后他信政府推行的“高效政府改革”。研究发现,尽管民主进程曲折、政府形式多变,改革持续进行且多运用市场机制,但其核心始终贯穿着传统(庇护关系、王权、佛教)与现代(行政效率、民主参与、市场导向)之间的深刻张力,这种张力深刻影响着改革政策的选择与效果,并持续塑造着泰国政府的角色与能力。
