국문 초록

중국 C919 중형여객기는 개발 및 생산을 20년 만에 완료하고 2023년 공식적으로 상업 운항 단계에 진입하였으며, 이 과정에서 정부 보조금 정책이 중요한 역할을 하였다. 그러나 민간항공기 보조금을 둘러싼 역사적 분쟁들은 정부 보조금이 국제 무역 질서에 미치는 영향을 부각시키며, WTO 규정준수의 중요성을 강조해 왔다. 본 연구는 주요 민간항공기 보조금 분쟁사례의 핵심 쟁점과 판결을 검토 및 분석하고, 이를 바탕으로 중국 민간항공기 산업의 보조금 정책을 비교·평가하여 문제점과 도전과제를 도출한다. 마지막으로, SWOT 분석을 통해 정책 개선 방안을 제시한다. 본 연구가 민간항공기 산업에서의 지원 정책 설계 및 적용에 유용한 시사점을 제공할 수 있기를 기대한다.

영문 초록

Purpose: The commercialization of China’s C919 has drawn attention to government subsidies. This study examined the compliance of China’s civil aircraft subsidy policies under the World Trade Organization (WTO) framework. Research design, data, and methodology: Case analyses and comparative research were used to examine WTO disputes on civil aircraft subsidies, comparing Panel and Appellate Body interpretations to assess China’s subsidy policy compliance. Results: China’s civil aircraft subsidy policy raises concerns over the benefits conferred, specificity, prohibited, and actionable subsidies while facing potential disputes on government procurement, public infrastructure recognition, and the interpretation of item (k) in Annex I of Agreement On Subsidies and Countervailing Measures. Conclusions: The civil aircraft industry symbolizes technological progress, but policies must account for trade impacts and comply with WTO rules to avoid disputes.
