국문 초록

최근 물류창고 기능의 다변화를 비롯한 다양한 이유로 대규모 화재사고가 발생하고 있으며, 물류창고 화재 취약성에 대한 대응 마련으로「물류창고업 화재안전 관리계획서 작성 지침」이 고시되었다. 물류창고 화재안전 관리체계 강화 및 화재사고 예방·대응 역량 제고를 위한 목적에서 물류창고업 등록 시 물류창고 사업자는 화재안전 관리계획서를 작성·제출해야 하며, 화재안전 관리계획서는 타당성 검토를 통한 개정이 예고되어 있다. 이에 본 연구는 화재안전 관리계획서의 작성 항목 및 관련 실무자·전문가 설문을 통해 물류창고업 화재안전 관리 방안 도출을 위한 세부전략을 제시하여, 향후 해당 서식의 재검토를 위한 의견 개진에 기여하고자 한다 분석결과 영업활동을 영위하는 공간적 특성 및 리스크관리 측면에서 사전에 물류창고 화재에 대한 안전관리를 체계적으로 조치할 수 있는 화재예방 시스템 구축과 단계적인 정부지원이 필요한 것으로 나타났다.

영문 초록

Purpose : This study aim to present a fire safety management plan for logistics warehouses in Korea from a practical point of view. Research design, data and methodology : This study derived analysis factors and conducted AHP analysis based on the preparation items of the fire safety management plan of the MOLIT and an open questionnaire of an expert group composed of practitioners related to logistics warehouses. Results : In terms of spatial characteristics and risk management of logistics warehouses that conduct business activities, fire prevention, which can systematically take measures against logistics warehouse fires in advance, was recognized as a priority item. Conclusions : This study is meaningful in that an expert group was formed for workers in the logistics warehouse industry, and a fire safety management plan was derived through practical opinions along with a survey on the perception of checklist items in the fire safety management plan from a practical point of view.
