국문 초록

본 연구는 한-중 FTA에서 양국 간 실제 적용되는 품목별 원산지결정기준(PSR)의 엄격성을 Estevadeordal(2000)의 엄격성 지수(RI)를 통해 계량적으로 분석하고, 양국 간 PSR 엄격성 차이를 비교하였다. 연구 결과, 한국은 중국보다 전반적으로 더 엄격한 PSR을 적용받고 있으며, 특히 가공농수축산품, 섬유 및 의류, 금속제품 산업에서 차이가 두드러졌다. 이러한 엄격성 차이는 양국 간 무역 불균형을 초래할 가능성을 시사하며, FTA 활용의 실질적인 장벽이 될 수 있다. 이에 따라 본 연구는 양국 간 균형 있는 PSR 적용을 위한 정책적 조정의 필요성을 제시하고, 향후 FTA 협상에서 상호주의 원칙을 적용해 PSR 적용의 형평성을 높여 FTA의 실질적인 활용도를 제고할 필요가 있음을 강조한다.

영문 초록

Purpose : The purpose of this paper is to quantitatively analyze the strictness of Product-Specific Rules of Origin (PSR) between Korea and China under the Korea-China Free Trade Agreement (FTA), using the Restrictiveness Index (RI) proposed by Estevadeordal (2000), and to compare the differences in PSR strictness between the two countries. Research design, data and methodology : This paper utilizes the PSR data from the Korea-China FTA and quantitatively measures the strictness of PSR using the Restrictiveness Index (RI) proposed by Estevadeordal (2000), focusing on the items where PSR is actually applied. Results : According to the results, Korea generally faces stricter PSR than China, with significant differences observed in the processed agricultural, textile, and metal products sectors. These differences may create trade imbalances and act as barriers to effectively utilizing the FTA. Conclusions : This paper highlights the need for policy adjustments to ensure balanced application of PSR between Korea and China. It suggests that applying the principle of reciprocity in future FTA negotiations can improve the practical utilization of the agreement by enhancing fairness in PSR enforcement.
