초고령 사회에 대비한 고령 운전자 교통범죄 예방 대책

국문 초록

초고령 사회로의 진입과 함께 고령 운전자에 의한 교통범죄 발생이 지속적으로 증가하고 있다. 고령 운전자의 신체적·인지적 기능 저하로 인한 안전운전 능력 감소는 교통사고 및 범죄를 유발하는 주요 요인으로 작용하고 있으며, 이에 따른 사회적·제도적 대책 마련이 시급하다. 본 연구는 고령 운전자의 교통범죄 현황을 분석하고, 교통안전 강화를 위한 법적·제도적 개선방안을 제시하는 데 목적을 두었다. 연구 결과, 고령 운전자 대상 통합 법령 제정, 면허 갱신 시 건강검진 의무화, 첨단 운전자 보조 시스템 도입, 맞춤형 교통안전 교육 프로그램 개발, 그리고 운전면허 자진반납 제도 활성화가 효과적인 대책으로 제안되었다. 이러한 대책은 고령 운전자의 교통사고를 예방하고 사회적 안전망을 강화하는 데 기여할 것으로 기대된다.

영문 초록

The number of traffic crimes committed by elderly drivers is continuously increasing with the entry of the super-elderly society. The decline in the ability to drive safely due to the decline in physical and cognitive functions of elderly drivers is a major factor contributing to traffic accidents and crimes, and social and institutional measures are urgently needed. This study aimed to analyze the current status of traffic crimes among elderly drivers and suggest legal and institutional improvement measures to strengthen traffic safety. As a result of the study, enacting a unified law for elderly drivers, mandating medical examinations when renewing licenses, introducing advanced driver assistance systems, developing customized traffic safety education programs, and activating a voluntary driver license surrender system were suggested as effective measures. These measures are expected to contribute to preventing traffic accidents among elderly drivers and strengthening the social safety net.
