국문 초록

경기 고양특례시 시청사 건립 지연과 이에 따른 주민 의견과 갈등 양상을 분석하는 것을 목적으로 한다. 고양시는 지속적인 인구 증가와 행정 서비스 수요 확대에 대응하기 위해 새로운 청사 건립을 추진하였으나, 사업 지연과 정책 변경 과정에서 입지, 계획 방식, 설계변경 및 공사비 증가 등 다양한 갈등이 발생하였고 이러한 갈등은 최근 들어 더욱 빈번하게 언론에 보도되고 있다. 이에 본 연구는 현 청사의 이용 만족도와 신청사 건립 필요성에 대한 주민 의견을 설문조사를 통해 지역별 차이를 분석하였다. 조사 결과, 전체 응답자의 86%가 현 청사에 대한 부정적인 의견을 표명하였고, 73%가 새로운 청사 건립의 필요성에 강하게 동의하고 있는 것으로 나타났다. 청사의 새로운 위치, 재정적 부담, 사용 편의성 등 다양한 요인들이 주민 갈등의 주요 요소로 확인되었으나 이는 통계적으로 유의미한 수준은 아니었다. 본 연구는 고양시 청사 건립 지연 과정에서 발생하는 구체적인 갈등 요인을 분석함으로써 향후 공공청사 건립 시 갈등 및 지연을 최소화하기 위해 도움이 되는 정보를 발견했다는 데 의의가 있다.

영문 초록

This study aims to analyze the delays in the construction of Goyang City Hall in Gyeonggi Province, as well as the resulting residents' opinions and conflicts. In response to continuous population growth and increasing demands for administrative services, Goyang City has initiated the construction of a new city hall. However, the project has encountered various conflicts, including issues related to site selection, planning methodologies, design modifications, and increased construction costs. These conflicts have been increasingly reported in the media in recent times. To investigate this matter, the study conducted a survey assessing resident satisfaction with the current city hall and their opinions on the necessity of the new construction, analyzing differences by region. The results revealed that 86% of respondents expressed negative opinions regarding the existing city hall, while 73% strongly agreed on the need for a new facility. Various factors, including the new location of the city hall, financial burdens, and usability concerns, were identified as primary elements contributing to resident conflicts; however, these differences were not statistically significant. This research holds significance by providing insights into the specific conflict factors arising from the delays in the construction of Goyang City Hall, thereby offering valuable information for minimizing conflicts and delays in future public facility constructions.
