출생통보제 시행에 따른 사각지대 위기임산부 지원 요구 및 방향성 탐색: 활동가 포커스그룹인터뷰(FGI)를 중심으로

국문 초록

목적 본 연구는 출생통보제 및 보호출산제 시행 이후 위기임산부 지원의 요구를 분석하고 방향성을 탐색하는 것을 목적으로 한다. 방법 위기 임산부 지원 실태 및 요구를 파악하기 위해 관련 분야에서 근무하는 활동가 8명을 대상으로 초점집단인터뷰(FGI)를 실시하였다. 결과 위기 임산부의 어려움과 사라진 아동권리 현장, 분절적 체계 및 한정적 지원에 대한 현실, 안전한 양육환경 조성 필요의 3개의 대주제, 10개의 소주제를 도출하였다. 위기임산부의 어려움과 사라진 아동권리 현장 영역의 하위주제로 모든 임신과 출산 과정이 각각 다른 지원현장, 위기임산부에 가리워진 태어나는 아동에 대한 권리부재가 도출되었고, 분절적 체계 및 한정적 지원에 대한 현실 영역의 하위주제로 중복과 사각지대가 공존하는 위기임산부 지원체계, 위험 상황을 지원의 도구로 삼는 현실, 권한이 배제된 출생통보제와 보호출산제가 도출되었다. 안전한 아동양육환경 조성 필요 영역의 하위주제로 아동양육을 위한 부모의 양육환경 조성, 변화하는 가족 형태에 대한 인식개선 교육, 접근성 향상을 위한 일원화된 지원과 홍보체계 마련, 위기임산부 지원 인프라 확장 및 관련 제도와의 연계성 확보가 도출되었다. 결론 출생통보제와 보호출산제 시행 이후에도 위기임산부 지원체계가 여전히 미비하며, 제도의 실효성을 높이기 위해 맞춤형 지원체계 구축, 대상 확대, 통합적 접근 및 영아 보호 강화가 필수적임을 제언하였다.

영문 초록

Objectives This study aims to analyze the current status of support systems for crisis pregnancies and explore effective policy directions that reflect the needs of crisis pregnant women. Methods To understand the realities and demands of crisis pregnancy support, a focus group interview (FGI) was conducted with eight activists working in relevant fields. Results Three major themes and ten sub-themes were derived: (1) The struggles of crisis pregnant women and the disappearance of children's rights, (2) The fragmented system and limited support, and (3) The necessity of creating a safe child-rearing environment. Conclusions Despite the implementation of the Birth Notification System and Protected Birth System, the support system for crisis pregnant women remains insufficient. To enhance the effectiveness of these policies, this study suggests the necessity of establishing a tailored support system, expanding the target population, adopting an integrated approach, and strengthening infant protection.
