하노이 북미정상회담이 한국의 대북 핵협상에 주는 함의 : 협상 변수의 핵심요소를 중심으로

국문 초록

지난 1월 20일 도널드 트럼프 2기 정부가 출범하였다. 본 연구의 목적은 하노이 북미정상회담을 협상 변수의 핵심요소로 분석하여 향후 북핵협상에서 한국의 협상력 증진방향을 제시하는데 있다. 연구 시 북핵협상의 최종상태는 비핵화를 고려하였다. 연구 결과 첫째, 협상력을 증진하기 위한 핵심요소는 학자들의 선행연구를 검토하여 힘(Power), 시간(Time), 정보(Information), 대안(BATNA) 등의 4개 요소를 도출하였다. 둘째, 하노이 북미정상회담의 결렬은 협상 변수의 핵심요소를 어떻게 활용해야 협상을 성과있게 마무리할 것인가, 역으로 협상 변수 핵심요소를 제대로 활용하지 않으면 협상이 결렬될 수 있음을 잘 보여주는 사례라고 평가할 수 있다. 셋째, 한국은 대북 핵협상에서 촉진자로서 북미회담에서 트럼프 대통령과 김정은 위원장을 만족시킬 만한 ‘굿 이너프 딜(충분히 괜찮은 거래)’을 통해 협상 변수 핵심요소를 적극 활용하여 협상력을 제고시켜야 한다. 본 연구는 협상력 제고를 위한 협상 변수 활용방안을 제시했다는데 의의가 있으며, 대응방안을 더욱 발전시키기 바란다.

영문 초록

On January 20, the second Donald Trump administration was launched. The purpose of this study is to analyze the Hanoi NK-US summit on the key elements of negotiation variables and suggest the direction of improving Korea's negotiating power in NK nuclear negotiations. In the study, denuclearization was considered as the final state of the NK nuclear negotiations. As a result of the study, first, a review of prior research identified power, time, information, and alternatives as key elements for enhancing negotiating power. Second, the collapse of the NK-US summit in Hanoi is an example of how to utilize the negotiation variable to conclude the negotiations successfully, and conversely, if the negotiation variable are not properly utilized, negotiations can collapse. Third, as a facilitator in nuclear negotiations with NK, Korea should actively utilize the negotiation variable through a 'good enough deal' to satisfy Trump-Kim at the NK-US summit. This study is meaningful in that it suggested ways to utilize negotiation variables to enhance negotiating power, and it is hoped that countermeasures will be further developed.
