국문 초록

이 연구는 외국인 난민 통역인을 대상으로 한국어교육의 필요성을 강조하고 난민 통역에서의 한국어교육 내용과 교육 방안을 제안하는 데 목적이 있다. 한국은 아시아 최초 난민법을 시행한 국가이지만 난민 인정은 OECD 국가 중 하위권에 속한다. 이러한 현실은 법적, 행정적인 문제뿐 아니라 난민 심사가 신청자의 진술에 의존하는 특수성으로 인하여 난민 심사 과정에서 발생하는 언어적 문제와도 깊은 관련이 있다고 본다. 난민 통역은 일반적인 통·번역과 달리 공식적이고 전문적인 법률·행정 용어가 사용되는 통역으로 수준 높은 한국어 어휘가 요구되며, 난민 신청자 출신국과 한국 사회의 문화적 맥락이 반영된 담화 수행 능력이 필요하다. 또한 부담감 속에서 진행되는 환경적 요인으로 인해 일반적인 담화가 이루어지는 구조와는 다른 차이가 존재한다. 따라서 난민 통역인을 대상으로 법률·행정 전문 용어 중심의 한국어 어휘 교육과 문화적 차이를 반영한 언어문화 교육, 현장 적용 역량 강화를 위한 실무 중심 교육의 필요성을 강조하였다. 이러한 기초적 논의를 통해 외국인 난민 통역인들이 전문성 있는 통역을 수행할 수 있도록 체계적이고 실질적인 한국어교육의 기회가 제공되기를 기대한다.

영문 초록

This study aims to emphasize the necessity of Korean language education for foreigner refugee interview interpreters and propose content and methods for such education. While South Korea is the first Asian country to implement a refugee law, its refugee recognition rate ranks among the lowest in OECD countries. This may have several legal and administrative problems, but it is closely related to linguistic issues arising in the refugee screening process, which heavily relies on the applicant’s testimony. Unlike general interpretation and translation, refugee interpretation involves the use of formal and specialized legal and administrative terminology, requiring a high level of Korean vocabulary proficiency. Additionally, the ability to perform discourse that reflects the cultural contexts of both the applicant’s country of origin and Korean society is essential. Due to the environmental factors where interpretation takes place under pressure, it differs significantly from the structure of ordinary discourse. Therefore, this study emphasizes the need for Korean language education for refugee interpreters focusing on specialized vocabulary education centered on legal and administrative terminology, Linguistic and cultural education that acknowledges cultural differences, and practical training aimed at enhancing field application capabilities. Through this basic discussion, it is hoped that foreign refugee interpreters will be provided with systematic Korean language education opportunities, enabling them to conduct professional interpretation
