국문 초록
(Purpose) The purpose of this study is to explore the role of public libraries in addressing the growing issue of reclusive individuals(Hikikomori) in modern society. Specifically, the study evaluates the potential of public libraries as accessible spaces free from stigma, aiming to propose policy measures that support social reintegration for these individuals and their families.
(Design/methodology/approach) This study reviews domestic and international cases of support for reclusive individuals and analyzes the cooperative frameworks and potential use of libraries within the Hikikomori support ordinances enacted by local governments in Korea. The evaluation focuses on the operational feasibility of programs based on libraries’ physical accessibility and neutral characteristics.
(Findings) The findings indicate that public libraries serve as open and non-stigmatizing spaces where reclusive individuals and their families can visit without fear of exposure. Libraries, being widely distributed across the country, offer excellent accessibility and the ability to implement customized programs tailored to local characteristics. These features position libraries as intermediate platforms that can collaborate with counseling and support centers to facilitate the social reintegration of Hikikomori.
(Implication) This study underscores the necessity of designating public libraries as cooperative institutions within hikikomori support ordinances. It suggests that expanding the role of libraries could significantly contribute to addressing critical social issues in Korea. Consequently, libraries could evolve beyond their traditional information-providing roles to become integral components of the community's social safety net. The reclusive loner problem is not simply a problem of personal isolation, but a complex problem that needs to be solved at the social level. This study emphasized that public libraries should be specified as cooperative institutions in the reclusive loner support ordinance, which can minimize stigma, promote young people's return to society through cost-effective, and community-linked programs.
