Generation of Local Political Priority for Local Population Policy: A Qualitative Study of Suncheon City in South Korea

국문 초록

(Purpose) This study examines the political factors shaping population policy prioritization in Suncheon, South Korea, using the Shiffman and Smith framework. By examining the political dynamics, the research aims to provide new insights into the development and challenges of local population policies within the political context of South Korea. (Design/methodology/approach) The study utilized the Shiffman & Smith framework for political priority, conducting semi-structured interviews based on the categories provided by this framework. The study employs key informant interviews and thematic analysis to investigate the political facilitators and barriers influencing population policy in Suncheon city. Political facilitators identified include strong leadership and local media attention, while barriers such as budget constraints and expertise deficiencies were highlighted. (Findings) The findings emphasize the significant role of coordinated political action in addressing local population decline. Strong leadership and media attention were found to promote policy prioritization, whereas financial and expertise limitations posed substantial obstacles. These results underscore the importance of transitioning towards localized population policy strategies to tackle demographic challenges effectively. (Research implications or Originality) This study provides a new perspective on local population policy development by analyzing its political determinants in the context of South Korea. The research highlights the critical need for addressing political barriers and fostering stronger collaboration among stakeholders to develop effective population strategies at the local level.
