Purpose - This study aims to develop the concept and mechanism of a ‘Co-prosperity Shipping Freight Fund’ as a governance model for long-term collaboration between shippers and carriers in the container maritime market, and to analyze its feasibility and limitations by soliciting opinions from practitioners in the market. Design/Methodology/Approach - This study consists of four stages: (1) identifying problems, (2) devising basic principles for the fund, (3) developing a mechanism for the fund, and (4) analyzing the results of the previous stages by soliciting practitioner opinions. Empirical data for the fourth stage were collected by a series of interviews. Findings - This study identified six problems in the shipping cycles and six fundamental principles related to the Freight Fund. Based on these, it developed a mechanism that defines the rights, obligations and benefits of shippers and carriers during periods of shipping booms and busts. Additionally, the study analyzed the opinions of eight practitioners regarding the identified problems, fundamental principles, and the proposed mechanism. Research Implications - The first academic significance of this study lies in its examination of a mechanism designed to mitigate the volatility of freight rate cycles in the container shipping market experienced by shipping companies and cargo owners.The second academic significance is that this study presents a new alternative method regarding collaboration as advocated in inter-organizational theories. From a practical and policy perspective, this study explores measures to support both Korean shippers and carriers in proposing the Co-prosperity Shipping Freight Fund as a means to enhance Korea's status as a leading maritime and trade powerhouse.
